Special Education/EIS

Comprehensive special service programs are available for students ages birth to 21 within the Oak Harbor, Coupeville and Anacortes School Districts. Students must meet eligibility requirements in order to access these programs.

The special services programs include Special Education, Title 1, Learning Assistance Program (LAP), and English as a Second Language (ESL) support. All eligible students are educated within the district and can receive services to meet academic, social and physical needs. Oak Harbor Public Schools and Coupeville School District also provide a Transitions Program for teenagers beyond the 12th grade. This program extends the educational experience beyond 12th grade and provides training and life skills opportunities. Educational experiences are designed to promote independence, develop work skills and to prepare the student for life post high school. Upon completion, students will receive their high school diploma, transition into a college environment or enter into the work force.

Serving EFMP Children & Youth

Learning from each EFMP family about their student and their educational progress, understanding of laws, and support skill building in applied critical thinking and constructive communication in the process, and the benefits of a collaborative IFSP/IEP/504 team.

Training for families in Early Intervention, Special Education, & Accommodations including strength-based parent input, challenging goals, advancing and monitoring progress, etc.  Supports families by phone or virtually with IFSP, IEP, 504 to positively supports parent’s vision for their student’s education and partnership with their school:

• Educational Accommodation Plan (504)
• Transition from and IFSP to and IEP at age 3
• Individualized Education Program (IEP)
• Post-secondary IEP at age 16
• IEP services missed due to medical absences or special service staff absences
• Associated Individual Health Plans (nursing), Emergency Care Plans (rescue meds)
• To appropriately support, please provide the last IFSP/IEP/504 document or if received a draft for an upcoming meeting.
• Information & Referrals to EFMP Case Liaisons and School Liaisons
• If formal grievance, will review various options with the family & coordinate referrals further

For Spanish speaking families a referral to Washington PAVE  (Partnerships for Action and Voices for Empowerment) can be made.

Since there are no public or DoD schools on this installation, there are no special education programs offered. Each school district has its own special education programs.

EFMP IDENTIFICATION & ENROLLMENT MILITARY TREATMENT FACILITY (MTF) EFMP COORDINATORS

Serving adults and children EFMP enrollment ensures assignments where there is available specialty care and services for the Exceptional Family Member.

Facilitates the review of initiating enrollments, updates, renewals, and disenrollments.

• Form DD2792 EFMP Medical Enrollment, health services, accommodations, etc.
• Form DD2792-1 EFMP Educational Enrollment, for an Individual Family Service Plan (IFSP) from Early Intervention Services or the Individualized Education Program (IEP) from schools only. NASWI EFMP Coordinators can be reached at 360-257-9585/9223.
